Comments to the Article 151
§59. According the Brazilian Federal Constitution, the legal entities which constitute the State of Brazil (Federal Union, States and Municipalities) has autonomy. This, of course, do not means that these entities has equal power: the Federal Union can make an intervention in Municipalities, but the opposite can not occur. By the other side, the intelligence of this norm can guarantee which there is no abuse, e.g. of power over the States by the Federal Union, ensuring the minimal structural autonomy of the constitutive entities of the Brazilian State and its internal harmony.
